If we browse the internet

ie Oxford Dictionary online

we will find that the meaning of the word 'Open-Minded' is

Willing to consider new ideas; unprejudiced

This means that 'open-minded' is someone who can accept opinions from others, willing to accept new ideas, willing to learn new things, open for criticisms, etc

HOWEVER, the interpretation has been narrowed down by youngsters nowadays.

When we say that someone is open-minded,

people will start to think that the person is open to talk things about sex.

Open-minded is always being related to sex, socialising etc.

Where does this come from?

This is the misinterpretation of a simple word by people.
